To implement the guiding principles of the 19th CPC National Congress, the Fourth plenary Session of the 19th CPC Central Committee focused on several major issues concerning upholding and improving the system of socialism with Chinese characteristics and modernizing China's system and capacity for governance, and made the following decisions:

I. The significance and overall requirements of upholding and improving the system of socialism with Chinese characteristics and modernizing China's system and capacity for governance

The system of socialism with Chinese characteristics is a scientific system formed by the Party and the people through long-term practice and exploration. All the work and activities of China's state governance are carried out in accordance with the system of socialism with Chinese characteristics. China's system and capacity for governance are the embodiment of the system of socialism with Chinese characteristics and its ability to implement it.

Since its founding, the Communist Party of China has united and led the people to win the victory of China's revolution by combining the basic tenets of Marxism with China's specific conditions. Over the past 70 years since the founding of the People's Republic of China, our Party has led the people in creating a miracle of rapid economic development and long-term social stability rarely seen in the world. The Chinese nation has stood up, grown rich and become strong. The world is undergoing major changes unseen in a century, and our country is in a crucial period of realizing the great rejuvenation of the Chinese nation. In keeping with the trend of The Times and in keeping with the changes in the major contradictions facing Chinese society, we must work harder to carry out our great struggle, great project, great cause, and great dream, constantly meet the people's new expectations for a better life, and overcome risks and challenges on the road ahead. We must uphold and improve the system of socialism with Chinese characteristics and modernize China's governance system and capacity.

We will continue to emancipate our minds, seek truth from facts, pursue reform and innovation, uphold and improve the fundamental, basic, and important systems that underlie the system of socialism with Chinese characteristics, strengthen its foundation, strengthen its strengths, and strengthen its weak points and weaknesses. We will build systems that are complete, scientific, standardized, and effectively run, and strengthen systematic, law-based, comprehensive, and source-based governance. The overall goal of upholding and improving the system of socialism with Chinese characteristics and modernizing China's system and capacity for governance is to ensure that, by the centenary of the founding of the CPC, the system in all areas has become more mature and established. 2. Uphold and improve the Party's leadership system and improve its scientific, democratic and law-based governance

The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest strength of the system of socialism with Chinese characteristics. The Party is the highest force of political leadership. 3. Improve the Party's overall leadership system. We will improve the systems under which the Party leads people's congresses, governments, CPPCC committees, supervisory organs, judicial organs, procuratorial organs, the armed forces, people's organizations, enterprises and public institutions, community-level self-governing organizations, and social organizations. We will improve the working systems of Party committees (leading groups) at all levels to ensure that the Party plays a leading role in all kinds of organizations. We will improve the specific systems for the Party to exercise leadership over various undertakings, and ensure that the Party's leadership covers all aspects of the five-sphere integrated plan and the four-pronged Comprehensive strategy in a coordinated manner. 4. Improve the systems for governing for and by the people. We must uphold the principle of building the Party for the public and exercising power for the people, maintain close ties between the Party and the people, integrate respect for the people's will, pooling their wisdom, pooling their strength, and improving people's wellbeing into all of the Party's governance work, consolidate the class foundation for the Party's governance, strengthen the mass base for its governance, ensure the principal position of the people in state governance by improving institutions, and guard against the danger of becoming detached from the people. 6. Improving the system of comprehensively and strictly governing the Party We must uphold the principle that the Party should govern itself and exercise strict self-governance. We must be more aware of potential dangers, promote the Party's self-revolution, and always preserve its advanced nature and purity. We will implement the general requirements for Party building in the new era, deepen reform of the system for Party building, govern the Party in accordance with rules, and establish and improve systems and mechanisms for comprehensively promoting Party building in all aspects with Party political building as the guide. We will adhere to the Party's organizational line in the new era and improve the Party's system for supervising and appointing officials. We will standardize intra-party political activities, strictly enforce political discipline and rules, develop a positive and healthy intra-party political culture, and comprehensively purify the political environment within the party. We will improve and implement the responsibility system for comprehensively and strictly governing the Party. 3. Uphold and improve the system of the people running the country and develop socialist democracy

Our country is a socialist country of the people's democratic dictatorship led by the working class and based on the alliance of workers and peasants. All the power of the state belongs to the people. We must uphold the principal position of the people, stay committed to the socialist path of political development with Chinese characteristics, improve democratic institutions, diversify forms of democracy, expand channels for democracy, and practice democratic elections, consultation, decision-making, management and oversight in accordance with the law so that systems and governance in all areas better reflect the will of the people, protect their rights and interests, and stimulate their creativity. To ensure that the people manage state affairs, economic and cultural undertakings, and social affairs through various channels and forms in accordance with the law.

1. Upholding and improving the system of people's congresses as the fundamental political system The National People's Congress and the local people's congresses at various levels are the organs through which the people exercise state power. We will support and ensure that the people exercise state power through people's congresses, ensure that people's congresses at all levels are democratically elected, accountable to the people, and subject to their oversight, and ensure that state organs at all levels are created by people's congresses, accountable to them, and subject to their oversight. 3. Consolidating and developing the broadest possible patriotic united front We should adhere to the pattern of united front work, uphold consistency and unity in diversity, improve policies that accommodate the interests of our Allies, do a good job in ethnic and religious work, improve the system for building the ranks of non-Party deputies, pool the strength of our compatriots in Hong Kong, Macao, Taiwan, and overseas Chinese, seek the greatest common divisor, and draw the greatest concentric circles. 4. 5. Improve the vibrant system of self-governance at the community level. 2. Improving the system of government responsibilities We will improve the government's functions in economic regulation, market oversight, social management, public services, and ecological and environmental protection. We will improve the budget system with scientific standards, transparent standards, and strong constraints. We will develop a modern central bank system, improve the mechanism for the supply of base money, and improve the system of benchmark and market-based interest rates. We will tighten market, quality, and safety oversight, and strengthen punishment for violations of law. We will improve the public service system and make basic public services more equal and accessible. Establish and improve systems and rules for administrative management through the use of the Internet, big data, artificial intelligence and other technological means. We will promote the building of a digital government, strengthen orderly data sharing, and protect personal information in accordance with the law.

3. Improving the organizational structure of the government We will move forward with the legalization of government institutions, functions, powers, procedures, and responsibilities, so that government institutions are set up more scientifically, their functions are better, and their powers and responsibilities are more coordinated. We will strictly manage the establishment of institutions, make overall use of administrative resources, and save administrative costs. We will optimize the setting of administrative divisions, improve the comprehensive carrying capacity and optimal allocation of resources of central cities and urban agglomerations, implement flat management, and form an efficient organizational system.

4. Improve systems and mechanisms that give full play to the initiative of both the central and local governments. We will straighten out the relationship between the powers and responsibilities of the central and local governments, strengthen the central government's management of macro affairs, and safeguard the unity of the legal system, government orders, and the market. We will appropriately strengthen the central government's power over intellectual property rights protection, pension insurance, and trans-regional ecological and environmental protection, and reduce and standardize the power shared by the central and local governments. We will grant more autonomy to local governments and support their creative work. In line with the principle of power and responsibility, we will standardize the vertical management system and the hierarchical management system at local levels. We will improve the division of governmental and financial powers, establish a fiscal relationship between the central and local governments with clear powers and responsibilities, coordinated financial resources, and balanced regional balances, and form a stable system in which government powers, spending responsibilities, and financial resources at all levels are compatible. We will build a dynamic work system with clear powers and responsibilities from the central to local governments.

6. Upholding and improving the basic socialist economic system and promoting high-quality economic development

The socialist market economic system and other basic economic systems of socialism not only demonstrate the superiority of socialist system but also adapt to the level of development of social productive forces in the primary stage of socialism, is a great creation of the Party and the people. We must uphold the basic socialist economic system, give full play to the decisive role of the market in allocating resources, better leverage the role of the government, fully implement the new vision for development, continue to focus on supply-side structural reform, and speed up the development of a modernized economy.

1. Unswervingly consolidate and develop the public sector of the economy and unswervingly encourage, support and guide the development of the non-public sector of the economy. We will explore various forms of public ownership, optimize the distribution and adjust the structure of the state-owned economy, develop the mixed-ownership economy, enhance the competitiveness, innovation, control power, influence and risk resistance of the state-owned economy, and strengthen, improve and expand the state capital. We will deepen reform of state-owned enterprises and improve the modern enterprise system with Chinese characteristics. We will deepen reform of the rural collective property rights system, develop the rural collective economy, and improve the basic rural operation system.

2. Adhering to the principle of distribution according to work and the coexistence of multiple modes of distribution We will ensure that more work is paid, give priority to protecting labor income, increase labor remuneration for workers, especially front-line workers, and increase the proportion of labor remuneration in primary distribution. We will improve the mechanism whereby the market values the contribution of labor, capital, land, knowledge, technology, management, data and other factors of production, and their remuneration is determined according to their contribution. We will stay committed to the path of peaceful development, develop friendly cooperation with all countries on the basis of the Five Principles of Peaceful Coexistence, and ensure that all countries, big or small, strong or weak, rich or poor, are equal. We will work to build a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, actively develop global partnerships, and maintain global strategic stability. Oppose all forms of hegemonism and power politics. We are committed to resolving international disputes and hotspot issues through peaceful means through dialogue and consultation, and oppose the willful use or threat of force. We will adhere to a national defense policy that is defensive in nature, never seek hegemony or expansion, and always be a staunch force for world peace.

3. Building an open system for win-win cooperation We will adhere to the win-win strategy of opening up, promote joint and high-quality development of the Belt and Road, uphold and improve the multilateral trading system, promote trade and investment liberalization and facilitation, build a network of high-standard free trade areas oriented to the world, support developing countries in enhancing their capacity for independent development, and work to address issues such as imbalances in global development and the digital divide. Promote an open world economy. We will improve the security guarantee system for opening up. We will establish a system for protecting overseas interests and early warning and prevention of risks, improve the mechanism for consular protection, safeguard the safety and legitimate rights and interests of overseas compatriots, and ensure the safety of major projects and personnel and institutions.

4. Actively participating in the reform and development of the global governance system. We should uphold the banner of building a community with a shared future for mankind, follow the vision of extensive consultation, joint contribution and shared benefits in global governance, advocate multilateralism and democracy in international relations, and promote reform of global economic governance mechanisms. Promoting international cooperation on climate change based on the principles of common but differentiated responsibilities, equity and respective capabilities. We should uphold the central role of the United Nations in global governance, support the institutionalization of such platforms as the Shanghai Cooperation Organization, BRICS and G20, and work for a more just and equitable international governance system.

Uphold and improve the Party and state oversight system, and strengthen checks and oversight over the exercise of power

The Party and state supervision system is an important institutional guarantee for the Party to realize self-purification, self-perfection, self-innovation and self-improvement under the condition of long-term governance. We must improve the oversight system under the Party's unified leadership, comprehensive coverage, authority and efficiency, make oversight more serious, coordinated, and effective, and put in place a mechanism for exercising power that ensures scientific decision-making, firm implementation, and strong oversight, so as to ensure that the power entrusted by the Party and the people is always used for the well-being of the people.

1. Improve the Party and state oversight system. We will improve the intra-party oversight system, fulfill the oversight responsibilities of Party organizations at all levels, and guarantee the oversight rights of Party members. We will focus on strengthening oversight of senior officials and major leading officials at all levels, improve the system of internal oversight of leading bodies, and resolve difficulties in oversight of top officials and those at the same level. We will strengthen political oversight, strengthen oversight and inspection of the implementation of the Party's theories, lines, principles and policies, as well as major decisions and plans, and improve the system of inspections, inspections, rectification, and supervision of implementation reports. 3. Establish a system and mechanism for promoting corruption that does not dare, cannot, and does not want to. We will unswervingly advance the fight against corruption, resolutely investigate and punish corruption cases where political and economic problems are intertwined, resolutely cut off the chain of interests that "round up" and those who are willing to be "rounded up", and resolutely break up the network of power and money transactions. We will deepen efforts to address both the symptoms and root causes, promote reform and institutional improvement of oversight mechanisms in key areas such as examination, approval and regulation, law enforcement and judiciary, project construction, resource development, financial credit, trading of public resources, and public expenditure, advance national anti-corruption legislation, promote international anti-corruption cooperation, strengthen education in ideology, ethics, Party discipline, and state laws, and consolidate and build on the overwhelming victory in the fight against corruption.

15. Strengthen the Party's leadership in upholding and improving the system of socialism with Chinese characteristics and modernizing China's system and capacity for governance

It is a major strategic task for the whole Party to uphold and improve the system of socialism with Chinese characteristics and modernize China's system and capacity for governance. It must be carried out under the unified leadership of the CPC Central Committee, planned and organized in a scientific way, combined near and far, and carried out in a holistic way to ensure that all the goals and tasks set at this plenary session are fully implemented.

The vitality of a system lies in its execution. Party committees and governments at all levels, as well as leading officials at all levels, should earnestly strengthen their awareness of the system, take the lead in safeguarding the authority of the system, and set an example in its implementation, so as to encourage the whole Party and society to conscientiously respect the system, strictly implement it, and resolutely uphold it. We will improve an authoritative and efficient system implementation mechanism, strengthen supervision of system implementation, and resolutely put an end to the phenomenon of choice making, flexibility and discount.

We will strengthen theoretical research and publicity and education on the system, guide the whole Party and society to fully understand the essential features and advantages of the system of socialism with Chinese characteristics, and strengthen our confidence in the system. We should educate and guide officials and the public to realize that the system of socialism with Chinese characteristics and the system of national governance have been tested in practice for a long time and are hard-won and must be cherished all the more. To improve and develop China's national system and system of governance, we must proceed from the national conditions and the actual situation. We must grasp both the historical inheritance formed over the long term, and the path, experience and principles formed by the Party and the people in our institutional construction and governance. We should not copy other countries' system models, nor take the closed and rigid old road. We will not take the evil path of changing our flag, and we will stick to the path of socialism with Chinese characteristics.

We will take improving governance capacity as a major task in the construction of cadres in the new era. By strengthening ideological, political, practical, and professional training, we will encourage officials to perform their duties, exercise their power, and carry out their work in strict accordance with the rules, and improve their ability to advance the five-sphere integrated plan and the four-pronged Comprehensive strategy. We will adhere to the principle that the Party supervises officials, implement the standards for officials, establish a correct guidance for the use of personnel, and take the ability to implement systems and manage officials as an important basis for the selection, appointment, assessment and evaluation of officials. We will respect knowledge and talent, accelerate innovation in talent systems and policies, and support talent of all types in contributing their wisdom and strength to the modernization of China's governance system and capacity.

To advance comprehensively deepening reform, we must not only maintain the stability and continuity of the system of socialism with Chinese characteristics and the system of national governance, but also lose no time in formulating institutions that are urgently needed to modernize China's system and capacity for governance, and institutions that are necessary to meet the people's new expectations for a better life, so as to continuously improve and develop the system of socialism with Chinese characteristics and maintain its vitality.
